The actual dividing line
A website presents information. Pages, images, a contact form. It is largely the same for every visitor, and when you close the tab nothing about you persists.
A web application performs work on your behalf and remembers. You log in, it knows who you are, it holds state, enforces rules, calculates things and changes based on what you do. Gmail is an application. A restaurant's menu page is a website. A restaurant's table-booking system is an application wearing a website's clothes.
The one-question test
Ask: does a user log in, and does the system remember things about them between visits?
If yes, you are commissioning an application, whatever the brief calls it. Two follow-ups confirm it:
Do different users see different things?
Does the system enforce a rule — a permission, a limit, a calculation, a workflow state?
Any yes means application. The marketing pages around it are still a website; they are just not the hard part.
Why applications cost several times more
Not the design. The design is often simpler. The cost is in the parts a brochure site never needs:
Authentication and permissions. Who can see and do what, enforced on the server, tested properly. Retrofitting a permission model is one of the most expensive rewrites there is.
Data modelling. Getting the schema wrong is cheap to fix in week two and brutal in month eight.
State and edge cases. What happens on a double-click, a dropped connection, a half-finished form, two people editing the same record.

Operations. Backups, monitoring, error tracking — because an application going down stops work rather than just hiding a page.
